Blischenko Congress

Outcome

On April 13, 2019, the XVII International Blischenko Congress was held. This year the Congress gathered more than 750 participants from 53 states and 40 regions of the Russian Federation. Due to the growing number of participants, the Congress was held for the first time in the assembly hall of the RUDN University.

More than 200 scientists and more than 70 practitioners took part in the work of the Congress, including representatives of well-known foreign schools of international law such as the Leiden University (the Netherlands), University of Toronto (Canada), Gumilyov Eurasian National University  (Kazakhstan), Pace University (USA), Lund University (Sweden), University of West Virginia (USA), University of Malaya, Federico II University of Naples (Italy), Queen Mary University of London (Great Britain), Belarusian State University, International University MITSO (Belarus), University of Erlangen - Nuremberg (Germany), University of Adelaide (Australia), etc. The Congress justifies its purpose: to be a forum for newcomer and young scientists: this year, the Congress gathered more than 100 graduate students and 350 students who had the opportunity to get approval of their scientific research.
The XVII International Blischenko Congress was included in the list of official events of the International Year of Indigenous Languages - 2019, which was proclaimed by Resolution 71/178 of the UN General Assembly of December 19, 2016.

The plenary session of the Congress, which was broadcast online on the Youtube channel (https://youtu.be/gfFJakxx784), was opened by a member of the UN Committee on Economic, Social and Cultural Rights, Honored Lawyer of the Russian Federation, Head of the Department of International Law of the RUDN University, Doctor of Law, Professor A. Abashidze. A welcoming speech was delivered by V. Filippov, Rector of the RUDN University, Chairman of the Higher Attestation Commission under the Ministry of Education and Science of Russia,  Doctor of Physics and Mathematics, Professor, Academician of the Russian Academy of Education. In his address, rector Filippov spoke about the recent achievements of the University’s international mission, stressed the importance of international law as a regulator of international relations in a globalizing world in conditions of increasing interconnectedness of states and peoples. In conclusion, he highly appreciated the importance of the Congress, which brought together international lawyers at the forum of the RUDN University for the exchange of views on all areas of human life.

The Congress was also welcomed by G. Lukyantsev, PhD, Deputy Director of the Department for Humanitarian Cooperation and Human Rights, Ministry of Foreign Affairs of Russia. He spoke about modern challenges in the field of human rights, and also noted the priorities of the Russian Federation in this field.  Issues of the protection of indigenous languages were discussed in the reports of R. Aluash, PhD, OHCHR Officer responsible for the joint programme of the Office of the United Nations High Commissioner for Human Rights and the Russian Federation, and K. Robbek, Commissioner for the Rights of Indigenous Minorities of the North in the Republic of Sakha (Yakutia).

F. Palombino, Vice-President of the European Community of International Law (ESIL), Professor of International Law at the Federico II University of Naples mentioned in his address that the RUDN University is a premium institutional member of the ESIL, and stressed the importance of further strengthening of cooperation between the RUDN University and ESIL. Then, the Ambassador Extraordinary and Plenipotentiary of Burundi to the Russian Federation, E. Bizimana, delivered a welcoming address.  Plenary session of the Congress was completed by the speeches of foreign professors: Professor of the University of Toronto, Associate of the Institut de Droit International, lecturer at the Hague Academy of International Law (2019), J. Brunnée welcomed the Congress on behalf of the University of Toronto, and welcoming remarks from the Leiden University were delivered by Professor of Public International Law, State Councillor, Council of State of the Netherlands, Member of the Permanent Court of Arbitration, Member of the Royal Netherlands Academy of Arts and Sciences,  N. Schrijver and Professor of Public International Law, Deputy Legal Adviser at the Netherlands Ministry of Foreign Affairs (2007-2013), N. Blokker.

An important event in the framework of the Blischenko Congress was the meeting of the heads of the departments of international law / European law of Russian universities, in which a report was made by the first vice-rector of the Kutafin Moscow State Law University, Chairman of the Law Expert Council of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation, Elena Gracheva. Klunya); International economic law (moderators: A. Dementiev, I. Lifshits, I. Shulyatiev); International law of the sea (moderators: D. Bekyashev, K. Bekyashev, S. This year Blischenko Congress was unique due to the work of four sections in English: “Africa and international law”, “International protection of human rights”, “Protection of environment: interaction between international and national law”, “The UN, international organizations and other international structures. Multilateral diplomacy”.

Lectures by leading foreign scientists before and after the work of the Congress (from April 10 to April 15) are becoming a good tradition. In 2019, the lectures were delivered by: J. Brunnée, Professor, University of Toronto, Associate of the Institut de Droit International, lecturer at the Hague Academy of International Law (2019); N. Schrijver, Professor of Public International Law, Leiden University (Netherlands), State Councillor, Council of State of the Netherlands, Member of the Permanent Court of Arbitration, Member of the Royal Netherlands Academy of Arts and Sciences; and N.  Blokker, Professor of Public International Law, Leiden University (Netherlands), Deputy Legal Adviser at the Netherlands Ministry of Foreign Affairs (2007-2013).

Co-organizers of the International Blischenko Congress were: United Nations Association of Russia, the Intersputnik International Organization of Space Communications, Regional Office of the International Federation of Red Cross and Red Crescent Societies, Moscow Office of the United Nations High Commissioner for Refugees (UNHCR), Russian Red Cross, International Committee of the Red Cross, World Wildlife Fund (WWF), Russian Association of Indigenous Peoples of the North, Siberia and Far East of the Russian Federation, High Commissioner for Human Rights in the Russian Federation.

The large-scale format and representative scientific forum “Blischenko Congress” was organized with the grant support of the Russian Foundation for Fundamental Research (RFFR) on the following subjects: “XVII International Blischenko Congress” (project No. 19-011-20093); “International Law and Protection of the Atmosphere in an Epoch of Climate Change” (Project No. 19-011-00515); “Discrimination against Christians: Genesis and international legal opposition” (project No. 18-011-00292); “BRICS and the peaceful use of outer space” (project No. 17-03-00427).

As always, collections of the reports will be published (in electronic form, with assignment of ISBN and placement in the Russian Science Citation Index).
