Шуршалов Владимир Михайлович (1913-1990)

В.М. Шуршалов родился 6 июля 1913 г. в Саратовской области в крестьянской семье. Еще мальчишкой остался без родителей. Пошел работать. Учился в вечерней школе рабочей молодежи. В 1932–1934 гг. служил в армии в Средней Азии, когда там еще были недобиты басмачи. После армии поступил в Саратовский юридический институт, который закончил с отличием в 1939 г. Был направлен на работу в прокуратуру Саратовской области.

С самого начала Великой Отечественной войны, как и все, рвался на фронт, но был оставлен в прокуратуре. В 1944 г. переведен на работу в Прокуратуру СССР. В 1946 г. направлен на учебу в Высшую партийную школу при ЦК ВКП (б), а оттуда в только что созданную Академию общественных наук при ЦК ВКП(б). Там подготовил кандидатскую диссертацию, которую успешно защитил в 1949 г. По распределению должен был поехать работать деканом юридического факультета Львовского госуниверситета. Но на заседании комиссии по распределению председательствовавший М.А. Суслов неожиданно предложил направить его в ап­парат ЦК ВКП (б) инструктором. Там он работал до июля 1953 г. Из того, чем ему приходилось заниматься в те годы, ему больше всего запомнилось строительство нового здания МГУ на Ленинских горах.

В 1953 г. новый первый секретарь ЦК Н.С. Хрущев произвел реорганизацию аппарата ЦК «под себя». В.М. Шуршалову предлагали высокие должности в Прокуратуре СССР, Министерстве иностранных дел СССР, но он решил заняться наукой и пошел работать в Институт государства и права АН СССР заведующим сектором. К тому времени у него уже были опубликованы его первая монография и ряд статей. Работая в Институте, В.М. Шуршалов за короткое время подготовил еще две монографии, несколько статей и докторскую диссертацию. Но надо сказать, что в Институте государства и права его встретили не слишком приветливо, смотрели на него как на партийного функционера, а не как на ученого. Поэтому, когда он в 1958 г. вышел на ученый совет Института с докторской диссертацией, его «прокатили». Для него это был неожиданный и тяжелый удар, серьезно отразившийся на его здоровье. Тем не менее, в 1959 г. он все же защитил докторскую диссерта­цию и продолжал достаточно успешно работать в науке.

В 1967 г. В.М. Шуршалова пригласили работать в Университет дружбы народов заведующим кафедрой международного права.

О работе в УДН он всегда отзывался очень хорошо. Ему нравилось работать со студентами и аспирантами из разных стран, участвовать в различных диспутах, в студенческих праздниках. Кафедра международного права под его руководством занимала первые места в широко распространенном тогда социалистическом соревновании.

Все самые серьезные коллективные труды по международному праву не выходили без участия В.М. Шуршалова. Ему писали из-за границы довольно видные деятели (например, председатель Всемирного совета мира Каоро Ясуи и будущий Генеральный секретарь ООН Бутрос Гали) с просьбой прислать им его книги по теории международного договора. До сих пор в Интернете можно встретить отклики и споры по поводу тех или иных его взглядов по вопросам международного права.

В 1979 г. В.М. Шуршалов был приглашен работать заведующим кафедрой международного права Дипломатической академии МИД СССР. Там он проработал до 1984 г. и вышел на пенсию. Состояние здоровья было уже неважным. Все силы уходили на борь­бу за жизнь. В августе 1990 г. смерть победила.

В.М. Шуршалов не заслужил больших наград и званий. Медали «За доблестный и самоотверженный труд в период Великой Отечественной войны», юбилейные медали к 30-летию и 40-летию Победы и к 100-летию со дня рождения В.И. Ленина, медаль ветерана труда, памятная медаль УДН и многочисленные грамоты - вот и все его награды. Но в памяти коллег и учеников он остался большим ярким человеком твердой сильной воли, примером для подражания.

V.M. Shurshalov was born on July 6, 1913 in the Saratov province in a rural family. He lost his parents when he was still a boy. He began working. He studied at a young workers evening school. In 1932– 1934, he served in the army in the Central Asia when there still remained not liquidated basmach bands. Upon demobilization, he entered the Saratov juridical institute and finished it with distinction in 1939. Then he was assigned to the Office of Public Prosecutor of the Saratov province.

When the Great Patriotic War broke out, he as many others, aspired to get to the front, but had to stay with the Office of Public Prosecutor. In 1944, he was assigned to work at the Office of the USSR Public Prosecutor. In 1946, he entered the Higher Party School of the Party Central Committee, and later, the newly created Academy of social studies of the Party Central Committee. There, he prepared his master’s thesis which he successfully defended in 1949. Upon assignment, he should have worked as dean of the Juridical faculty of the Lvov state university. However, at the session of the assignment commission the commission’s chair M.A. Suslov unexpectedly suggested to send him to work at the Party Central Committee as instructor. There, he worked till July 1953. Out of all his functions when at that post, he has best of all retained the memory of his participation in the construction of the new building of the Moscow State University on the Lenin Hills.

In 1953, the new first secretary of the Central Committee N.S. Khrushchev reorganized the Central Committee apparatus «to his own taste». V.M. Shurshalov was offered high ranking posts at the Office of the USSR Public Prosecutor, the USSR Ministry for Foreign Affairs, but he decided to be engaged in the scientific work and started working at the Institute of state and law of the USSR Academy of sciences as a division manager. By that time, he had already published his first monograph and a number of articles. Working at the Institute, Vladimir Mikhaylovich within a short period of time prepared two more monographs, some articles and a doctor's degree thesis. However, it should be noted that at the Institute of state and law he was met not too affably; he was considered as a party functionary, and not a scientist. Therefore, when in 1958, he presented his doctor’s degree thesis to the Institute’s scientific board, he was «failed down». It was an unexpected and hard blow for him, which seriously affected his health. Nevertheless, in 1959, did defended his thesis for a doctor’s degree and continued working in the scientific sphere rather successfully.

In 1967, V.M. Shurshalov was invited to work at the Peoples’ Friendship University as head of the International law department.

He has always spoken very favorably about his work at PFU. He liked working with students and post-graduate students from different countries, participating in various debates, in student's holidays. Under his guidance, the international law department occupied first places in the then widespread socialist competition.

V.M. Shurshalov took part in all the most serious collective works on international law. He corresponded with rather outstanding foreign personalities (for example, the Chairman of the World Council of Peace Kaoru Yasui and the future Secretary-General of the United Nations, Butros Butros Gali) who requested him to send them his books on the theory of international treaty law. Till now, in the Internet one may found responses and disputes concerning those or other his views concerning international law.

In 1979, V.M. Shurshalov was invited to head the International law department of the Diplomatic academy of the USSR Ministry of Foreign Affairs. There, he worked until 1984 and then he retired. The state of his health was already poor. He used all his forces to fight for life. In August 1990, death took over.

V.M. Shurshalov has not been honored with significant awards and ranks. Medals «For valorous and self-denying work during the Great Patriotic War», anniversary medals on the occasion of the 30th and 40th anniversaries of the Victory and the 100th anniversary of V.I. Lenin’s birth, a Labor veteran medal, PFU commemorative medal and numerous diplomas are all his awards. However, in the memory of his colleagues and students he has remained a great bright person of a firm strong will, an example to follow.
